The Philippine Drafts New Telecom Rules To Aid Spread Use Of VoIP

Philippine’s NTC, the Philippine telecommunications regulator, has issued a memorandum circular on ADDITIONAL RULES ON VOICE OVER INTERNET PROTOCOL, VoIP. This aims to clear uncertainty over certain aspects of what is or is not allowed – particularly in reference to questions of access charges for VoIP, as well as the offering of VoIP service as a purely Internet-based application.
It also covers cases such as VoIP service providers (VoIPSP) requiring access to the public switched telephone network (PSTN) shall enter into an interconnection or access arrangement with at least one of the duly enfranchised and authorized PSTN operator. Such carrier/s shall then be responsible for routing of the VoIP traffic to and from the networks of other operators and shall see to it that VoIP traffic routed to other operators are properly identified. The VoIPSP shall pay transit charges to the PSTN. The transit charge shall not be higher than PhP0.25 per minute.

Philippaine NTC Proposes New VoIP Rules

MANILA, Philippines–Complaints from some voice over Internet Protocol (VoIP) service providers have prompted the National Telecommunications Commission (NTC) to propose additional rules for VoIP services.

In an interview, NTC Deputy Commissioner Jorge Sarmiento said the proposed rules would tackle easing the requirements for interconnection agreements that VoIP providers are required to enter into before offering their services.

The current rules require would-be VoIP providers to negotiate separate interconnection agreements with each telephone network.

House passes VoIP deregulation bill in Philippines

The House of Representatives has approved the deregulation bill on VoIP in the Philippines, which seems to act as a boosting factor for the spread of internet telephony in that country. Simeon Kintanar, Chairperson of the House committee on information and communication technology clarified that the house passed the bill last Monday night.

George Kintanar, consultant to the House committee on information and communication technology quoted,

This is a clear indication of our desire to push VoIP use in government. It is approved as far as the lower house is concerned.

The Senators like Manuel Roxas II, Joker Arroyo, Ramon Magsaysay Jr., and Sergio Osmena III have also filed bills that endorse the VoIP technology. The House of Representatives passed the bill after a ruling from the NTC, which considered VoIP was a value-added service rather than voice service.
This exempts VoIP players from the need to secure a congressional franchise for their operations.
